The human resource policy aims to achieve strategic objectives by ensuring the necessary workforce is available in quantity and quality, fostering a supportive environment for optimizing human resources, evaluating employee performance, enhancing working conditions, promoting social initiatives, and building a stable, cohesive community. As for human resource development, EMC has established the following objectives:

1. Align the supply of the required workforce with current and future local employment and unemployment trends.

2. Integrate sustainable development and social responsibility into workforce development policies and programs while enhancing the quality of knowledge and professional skills among employees.

3. Improve incentives to foster individual labor activities, interests, and initiatives; promote and support productivity efforts; and connect job evaluation to sustainable development and social responsibility.

4. Implement and promote the Public Physical Education and Fitness Project to reduce physical inactivity and improve labor productivity by enhancing employees' physical education, developing public physical education, and increasing participation in sports.

5. Roll out the "Health Promoting Jobs" project in stages, consistent with government public health policies, and establish a "Health Promoting Enterprise" program.

6. Support the activities of social organizations such as orphanages, Russian-language schools, kindergartens, children's camps, resorts, sports complexes, cultural centers, hotels, cafeterias, and hospitals that provide a wide range of social services to employees and community residents.

7. Facilitate the activities of youth, women's, and elders' organizations within the Enterprise to focus on human development and to build a harmonious and creative community.
